Legal Training to Address Special Education Discipline - September 29, 2022

As a result of COVID and the behaviors that have arisen in the county resulting in an increased number of removals from educational opportunities addressing training on how we discipline special education students has moved to the forefront as a must have. In order to address the inconsistencies in the county and potential financial implications to the county related to disproportionate practices we are offering training to support your districts.

The Department's Civil Rights Data Collection shows that nationally:

  • ​Preschool students served under IDEA accounted for 22.7 percent of total preschool enrollment but 56.9 percent of preschool students who were expelled.
  • School-age students with disabilities served under IDEA represented 13.2 percent of total student enrollment but received 20.5 percent of one or more in-school suspensions and 24.5 percent of one or more out-of-school suspensions.
The focus of this presentation will be on addressing students with IEPs who are manifesting behavioral difficulties in the school, the procedures that must be followed when making decisions regarding removal from school/educational opportunities and the required documentation.

Presenter Jordan Bullinger - Jordan is a Member at Clark Hill and dedicates his practice to representing public school districts in state and federal tribunals and courts with a focus on issues pertaining to students with disabilities. He regularly presents to MAASE and other professional organizations across the state and routinely conducts training on compliance with state and federal law for locals and intermediate school districts. He has served as an adjunct professor at Michigan State University in the Department of Counseling, Educational Psychology, and Special Education and as an adjunct professor for Cooley Law School in their litigation department.
Audience: This training is for Superintendents, Directors, Special Education Administrators, Principals, Assistant Principals, Dean of Students, and Teacher Consultants.
